AUTHORIZATION Chapter 30 of Title 8(b), D.C.M.R. §3017.4; D.C. Code §2-354.14 2. MINIMUM NEED The University of the District of Columbia has a minimum need to cancel Request For Proposal No.: GF2025-R-0019, as doing so is in the best interest of the University. 3. ESTIMATED REASONABLE PRICE N/A 4. FACTS WHICH JUSTIFY CANCELLING THE SOLICITATION a. The Office of Information Technology received funding, based on the IGE, from Facilities and Real Estate Management on or around March 28th, 2025. b. The subject solicitation was advertised in the Washington Times Newspaper and was posted on the University’s website with an issuance date of April 10th, 2025. c. Request For Proposal (RFP) No.: GF-2025-R-0019 closed on May 9th, 2025. d. In preparation for submission of the Requisition in the University’s eProcurement System, the Office of the Chief Financial Officer raised concerns that the funding source may not be eligible for the intended use on May 19th, 2025. e. Following internal discussions, the Office of the Chief Financial Officer met with OBP Capital Division to determine if the funding could be made eligible for the intended use on June 12th, 2025; it was determined that the funding was not eligible on June 16th, 2025. Following OBP Capital Division’s determination, the Office of Information Technology attempted to secure eligible funds but was ultimately unsuccessful. The Office of Information Technology notified the Office of Contracting and Procurement that the solicitation would need to be cancelled on August 20th, 2025. g. Based on a lack of available eligible funds, the Contracting Officer has decided that the cancelation of the aforementioned solicitation is in the best interest of the University. CERTIFICATION OF FACTS BY CONTRACT SPECIALIST I have reviewed the above findings and certify that to the best of my knowledge, it is in the best interest of the University to cancel the solicitation, pursuant to the cited authority.
