Covington County Annual Bid Emulsified Asphalt & Prime Notice to Vendors & Specification: Covington County is currently seeking bids for emulsified asphalt and prime. In order to be considered, proposals must be received at the location and time below: Covington County Commission 260 Hillcrest Drive P.O. Box 188 Andalusia, Alabama 36420 Phone: 334-428-2610 BEFORE: 8:30 AM ON THURSDAY, OCTOBER 8, 2026 Bids will be opened as soon thereafter as practicable. Award will be made at the next regularly scheduled meeting of the Covington County Commission. This bid is intended to comply with any and all requirements as set out under the Rebuild Alabama Act, Act No. 2019-2, as amended, the Alabama Public Works Law, Alabama Code Title 39, as amended, as well as Public Contracts, Alabama Code Title 41 Chapter 16, as amended. The contract period shall be from award at the next regular meeting of the Covington County Commission October 2026 through September 30, 2027. If requested by Covington County and agreed upon by the vendor, this contract may be renewed for successive terms, up to three years. Any successive contract must have written approval of both the County and the vendor no later than 30 days prior to the expiration of the previous contract. Covington County may at any time cancel the contract by submitting a 30-day notice in writing to the vendor. The County will place orders as needed. Delivery shall be made timely following the placement of order. Failure to make delivery within 5 business days following order may lead to termination of this contract. Bid shall include furnishing the materials described herein. Quantity shall be a minimum of one (1) tanker load per order. F. O. B. Covington County. Price of pump rental shall be included. Alabama Department of Transportation (ALDOT) specifications, current edition, and monthly indices shall apply. Signature on bid must be in ink. Bids made out in pencil will NOT be accepted. Covington County reserves the right to accept or reject all Bids or any portion thereof.
