The purpose of this project is to conduct and document a comprehensive after-action review (AAR) of Washington County’s response to the COVID-19 pandemic and to make recommendations for improving its response to future incidents.The overall objectives of the project are to:1. Assess the functional capacity of systems existing at the start of the pandemic.2. Identify challenges encountered during the response and how those challenges were addressed.3. Document and share experiences of response stakeholders.4. Identify practical actions for improving existing capabilities and capitalizing on best practices.5. Improve preparedness, readiness, and response plans. Interested consultants/contractors are invited to submit project proposals outlining their capacity, experience, and ability to conduct a public health emergency response after-action review and improvement planning process; describing their approach to delivering the services required; providing a deliverable and cost schedule; summarizing the professional qualifications of their project staff; addressing their corporate responsibility efforts; and indicating their costs to complete the project. Project proposals suggesting alternative approaches to the organization of the deliverables and the proposed payment schedule will be considered.
