Cost Allocation Consulting and User Fee Study Services

Description

The City is interested in receiving responses to this Request for Proposal/Qualifications (RFP/Q) from qualified firms to provide professional services in connection with:Professional services in conjunction with the City's Cost Allocation Plans and User Fee Study. Cost Allocation Plan Services generally includes preparation of both the Full Cost and Federally Compliant Cost Allocation Plans, as well as citywide indirect cost rates for each fiscal year.User Fee Study services will generally include the calculation and development of a full cost of services study for user fees, including but not limited to, building and safety, City Clerk, citywide, code enforcement, cultural affairs, engineering, finance, library, planning, and police. Work would also comprise of review and analysis of all City fees, recommendations for modifications of fees, fee comparisons to other agencies, fee increase recommendations, and fully burdened staff rates. User fee services will also include a biennial review of staff rates to update overhead costs and percentages.
