MARION HOUSING AUTHORITY | IFB NO. 2026-01 ADDENDUM NO. 3 Family Housing Storm Damage Restoration Owner Housing Authority of the City of Marion Solicitation IFB No. 2026-01 Date Issued September 3, 2026 Bid Deadline September 15, 2026, at 4:00 p.m. Eastern Time Public Opening Immediately after 4:00 p.m. at 601 South Adams Street, Marion, Indiana Purpose and Effect This Addendum provides the Housing Authority's official clarification concerning removal and reinstallation of existing gutters where gutter-apron replacement is required. It is incorporated into the Contract Documents. Bidders must acknowledge this Addendum on the Bid Form. If this Addendum conflicts with the original IFB or an earlier document, this Addendum controls. Official Question and Response Question: Where an existing gutter is fastened through the gutter apron, must the bidder include removal or replacement of the gutter in order to replace the gutter apron? Response: Where replacement of the gutter apron requires removal of an existing gutter that is not otherwise identified for replacement in the applicable revised scope exhibit, the Base Bid shall include all labor, equipment, fasteners, sealants, and other incidental materials necessary to carefully detach and reinstall the existing gutter after the gutter-apron work is completed. Temporary removal does not, by itself, authorize or require replacement of an otherwise serviceable gutter. If an existing gutter is damaged, deteriorated, or cannot reasonably be removed and reinstalled, the Contractor shall photograph and document the condition and notify MHA. Gutter replacement beyond the locations and quantities identified in the Contract Documents shall not be performed or included as additional compensable work without MHA's prior written authorization through an approved unit-price adjustment or written change order. This clarification is consistent with Section 3.1 of the IFB, which requires incidental work reasonably inferable and necessary to furnish a complete and functioning result, and with Addendum No. 2, which limits gutter replacement to the locations and quantities identified in the applicable revised scope exhibits. Unchanged Requirements The bid deadline remains September 15, 2026, at 4:00 p.m. Eastern Time. Except as expressly clarified above and as previously amended, all other solicitation requirements, revised scope exhibits, submission requirements, and contract terms remain unchanged.
