Consulting Services for Homeless Regional Task Force

Sacramento County and the City of Sacramento are seeking a qualified consulting firm or independent consultant to help inform the establishment of a new regional partnership model that would include a governing body that provides program and policy guidance to improve the efficacy of the region’s homeless response system and affordable housing resources, and a restructuring of the Sacramento County and City Continuum of Care (CoC) board. This work will be led by an ad hoc task force consisting of elected officials from the County Board of Supervisors, City Councils from six incorporated cities, and representatives from the current CoC Board and supported by staff of the County of Sacramento, City of Sacramento, and the CoC Lead Agency, Sacramento Steps Forward (SSF). The final recommendations of the ad hoc task force are expected to be the framework for a new governing body, including their role serving as the CoC Board. This Request for Qualifications (RFQ) seeks consulting support to get these recommendations finalized and prepared for a vote of each of the participating entities. The work of the new governing body will also require external consulting support; that work will be procured separately and the decision on that contract will be decided by the new governing body.
