Consulting Services for a Unified Development Code (UDC)

Description

The City of Killeen, Texas (“City”) is pleased to present a Request for Proposals (RFP) to solicit interest from prospective consultants to provide a Unified Development Code (UDC).  The City seeks to enter into an agreement with a qualified planning consultant (“Respondent”) to provide a range of consulting, planning, and technical services.   Respondents to this RFP shall provide written Submittals and denote their interest and expertise for the project discussed herein.Any individual, firm, or corporation may submit a response to this RFP provided they are qualified to perform the scope of services described herein.  The City intends to select the Respondent who demonstrates through its response to the RFP an ability to provide exceptional consulting services and a high-quality finished product.  An evaluation committee (“Committee”) will evaluate all submittals and ultimately determine the most competent and qualified Proposer with whom to enter into an agreement for consulting services.  During the evaluation process, the Committee and the City reserve the right to request additional information or clarifications from Proposers, or to allow corrections of errors or omissions in a submittal.  At the City’s discretion, Proposers may be requested to make oral presentations as part of the evaluation process.The City is issuing this RFP in accordance with applicable laws that allow an agreement to be negotiated with a private entity that displays demonstrated competence and qualifications to perform professional services for the City.  The City reserves the right to terminate this process and to cancel or modify this solicitation process at any time.  In no event will the City or any of its respective agents, representatives, consultants, directors, officers, or employees be liable for or otherwise obligated to reimburse the costs incurred in preparation of a response
