Consulting Services (CCNA) for Water Utilities Rate Study

Description

The City of Lakeland is seeking an engineering and/or financial consultant to perform a Comprehensive Rate, Impact Fee and Cost of Services Study (Report) for its Water Utilities Department. The successful consultant shall utilize existing information provided by the Water Utilities department and/or other sources, review current water utilities industry finance standards and provide the most comprehensive rate, impact fee and cost of services recommendation which will be valid over a period of not less than five years. Consultants may, but are not required to be professional engineering consultants registered with the State of Florida. Due to the financial, technical, and analytical nature of water and wastewater rate designs, the consultant must have documented prior successful experience in developing water and wastewater rates for a public utility as a normal course of their business operations. This solicitation will follow the requirements of Florida Statute Chapter 287.055 termed the “Consultant’s Competitive Negotiations Act (CCNA)”; said process relating primarily to professional engineering services since a professional engineering firm may be able to qualify to provide the services requested under this request for qualifications. The proposal should also include the architect, engineer and related services questionnaires, standard forms 254, and 255, or 330. Rates shall not be included in this proposal.
