Consultant Services for the Regional Transportation Demand Management (TDM) Platform

Description

SACOG is the federally designated Metropolitan Planning Organization (MPO) for the six-county Sacramento region including the counties of Sacramento, Sutter, Yolo, Yuba, El Dorado, and Placer. SACOG is also the state designated Regional Transportation Planning Agency (RTPA) for the counties of Sacramento, Sutter, Yolo, and Yuba.SACOG currently manages two contracts to provide regional Transportation Demand Management (TDM) programs, ride matching, trip planning, and traveler information: SacRegion511 (https://sacregion511.org/) and RiverRegion511 (https://riverregion511.org/). These platforms serve the SACOG six-county region and the SJCOG areas of San Joaquin County and the cities of Stockton, Lodi, Manteca, Tracy, Ripon, Escalon, and Lathrop.This Request for Proposals is for an updated Regional TDM Platform, currently served by SacRegion511. The “platform” should: be provided as a website and iOS / Android app; provide information about different transportation options to the public; help users find carpools / vanpools; facilitate trip logging and verification for all transportation modes (bike, walk, transit, car, electric vehicle, motorcycle, etc.); facilitate TDM programs such as guaranteed / emergency ride home, community carshare, transit subsidies, telework subsidies, and other sustainable transportation campaigns; facilitate distribution of TDM program incentives; and be user-friendly and accessible.The Regional TDM & Travel Information hosting service will include any service upgrades made during the contract period, and the contractor must provide ongoing database maintenance, updates of the maps and reporting functions as required by SACOG.
