The County is requesting qualifications from contractors for a series of storm water capital improvement projects aimed at improving water quality and reducing stormwater quantity throughout its jurisdiction. These projects will primarily focus on stream restoration/bank stabilization improvements, riparian reforestation, and green storm water infrastructure. Most of these upcoming projects will be funded through recent County grant awards (approximately $10M) associated with funding from the American Rescue Plan Act (ARPA). Contractors who are interested in bidding on any of this work must be accepted first through this pre-qualification process in order to respond to future Invitations to Bid. The stream restoration work may include bank grading with the help of soil lifts, coir matting, turf reinforcement matting, boulder walls and bank toe treatments (toe rock, toe wood, and boulder toes(s)). They will also include the installation of instream features such as cross vane(s), boulder/constructed riffle(s), stream drop(s), j-hook vane(s), and single arm vane(s). Additionally, these projects may include re-routing or daylighting of streams. Green infrastructure storm water BMPs may include, but are not limited to, enhanced bioswale(s), bioretention, rain garden(s), regenerative stormwater conveyance(s), pervious pavement(s), infiltration trench(es), stormwater wetland(s), and other BMPs found in the County’s design manual. Reforestation will be a necessary component of some projects, consisting of high-density native plantings of trees, shrubs, and grasses. Plantings will range in size and type, ranging in size from seed, live stakes and plugs, to 3–15-gallon or balled and burlapped trees, and will be laid out in the bid quantities.
