Request for Qualifications (RFQ) For Construction Manager at Risk (CMAR) Services DSS Building and On-Site and Off-Site Improvements at US Hwy 70 Business East, NC PIN 260300-75-1412 Date of Issue: August 21, 2026 A. PURPOSE FOR RFQ 1. Through this request for qualification (RFQ), notice is hereby given that the County of Johnston, is seeking a firm to provide Construction Manager at Risk services for a new building for its Department of Social Services and related on-site and off-site improvements at US Hwy 70 Business East, NC PIN 260300-75-1412. 2. This RFQ provides information on the services being sought, the submittal requirements, and timeline. Emailed Statements of Qualifications must be received by 3:00pm EDT on September 16, 2026. Any addenda to the RFQ, will be posted to the County’s website at www.johnstonnc.gov/finance Statements of Qualifications shall be submitted electronically. It is the sole responsibility of the firm to ensure that the Statements of Qualifications package is submitted and received no later than the established due date. Statements of Qualifications received after the due date and time will not be considered. Statements of Qualifications submitted by any other means will not be accepted. 4. Any questions regarding this RFQ must be received in writing prior to September 4, 2026 by 3:00pm EDT. Questions received after this date may not receive a response. Questions should be directed to Pam Radford at pamela.radford@johnstonnc.gov and will be answered in an addendum posted on the County’s website: www/johnstonnc.gov/finance. Questions received by Johnston County after this date will not receive a response or be the subject of addenda. 5. This RFQ does not obligate the County to pay any costs incurred by respondents in the preparation and submission of a response. Furthermore, the RFQ does not obligate the County to accept or contract for any expressed or implied services. Johnston County reserves the right to reject any and all submittals. B. BACKGROUND AND SCOPE OF SERVICES Background Johnston County requires construction services to construct a new DSS facility and associated on-site and off-site improvements constructed at the County’s undeveloped property on US Hwy 70 Business East.
