In 2004, the County of San Mateo developed the Domestic Violence Protocol for Law Enforcement ("Protocol") to ensure a consistent response by law enforcement to domestic violence incidents. The Protocol emphasizes enforcing laws to protect victims and sends a clear message that domestic violence is criminal behavior and will not be tolerated. The Protocol acknowledges that victims are not the only individuals requiring assistance. Responding officers must address the perpetrator’s actions while also aiding victims and witnesses. To support victims effectively, officers often require immediate access to resources such as counseling and safe housing. A key component of the Protocol is the Emergency Response Program (ERP). Responding officers initiate the ERP by contacting the on-duty counselor at a partner agency to provide immediate support to victims of domestic violence. Counselors from the partner agency must respond promptly by calling the phone number provided by the officer. Additionally, counselors conduct follow-up with victims referred through the Protocol, making at least four attempts to reach them by phone if direct contact isn’t possible at the time of the referral.
