Communications - Public Relations, Public Opinion Research and Marketing Consulting

Description

The County desires to pre-qualify outside organizations and obtain services to support the County with communications and public relations related to county operations, with an immediate focus on the needs of the Department of Housing Services and needs related to the Supportive Housing Services measure. Additional service needs anticipated immediately include policy initiatives and projects affecting the Public Safety and Justice System, Elections and internal support services. Services will include, but not be limited to: material and content development (presentations, talking points, press releases, etc), media relations, graphic design, storytelling support, and more. The County's usage of the Consultant's services are on an as-needed basis such that if the demand is not there, then the services will not be requested. Proposers are encouraged to focus on their areas of strength and are not required to team with a large number of sub-consultants to cover potential types of projects.Selected organizations will be placed on an availability list for a period up to five (5) years from the date the list is established and may support a broad range of county activities. Selected and contracted firms will be used to provide services in the areas of communications/public relations, public opinion research, and marketing and advertising. Multiple qualified firms will be selected for a singular or combination of services depending on in-house capabilities. If the availability list drops below the required number of firms, the County reserves the right to invite the next highest ranked proposer to be added to the list upon their approval.
