COMANCHE NATION ENTERTAINMENT REQUEST FOR PROPOSAL (RFP) BILLBOARD DESIGN AND CONSTRUCTION 1. Purpose Comanche Nation Entertainment (“CNE”) is soliciting competitive proposals from qualified contractors to design, engineer, permit, fabricate, construct, install, test, commission, and close out a commercial billboard on a turnkey basis. The completed structure must be code-compliant, fully operational, and satisfy applicable Comanche Nation and other legally applicable requirements. 2. Project Location and Requirements • • • • • • • Location: 0.2 mile south of State Highway 36 on I-44 (east side/southbound-facing), Randlett, Cotton County, Oklahoma, on the NW¼ of Section 24, Township 5 South, Range 13 West, Indian Meridian. The final leased/site footprint will be based on the surveyed billboard area, including necessary access and utility routes. Exhibit A is for general location reference only. CNE will own the billboard structure, electrical equipment, and advertising faces. Existing electrical power is routed to the desired location. Advertising face: approximately 14 feet by 48 feet, facing south. Provide separate pricing for: (1) static and digital; and (2) single-face/single-level and stacked configurations, as applicable. The final billboard must be professionally designed and constructed for CNE advertising use. 3. Contractor Responsibilities / Scope of Work The selected contractor is responsible for the complete project from notice to proceed through final acceptance, including: • Survey/layout; geotechnical work if required; engineering and structural calculations; stamped plans; and all required permits and approvals. • Site preparation, excavation, foundation, reinforcing steel, concrete, anchor bolts, structural steel fabrication and erection, and billboard face installation. • Electrical connection, grounding, lightning protection, lighting for static signs, and communications/data connection for digital signs. • LED display installation, testing and commissioning, final inspection, site restoration, debris removal, and asbuilt/closeout documentation. • Compliance with Comanche Nation law and jurisdiction, TERO, Comanche Tax Commission, Gaming Commission vendor requirements, and all other legally applicable requirements. • Completion of required business licensing, TERO application, vendor registration, and coordination of permits/approvals with the appropriate authorities.
