Pre-RFQ meeting: EMS District, Payette County Meeting Date: May 02, 2025, 08:30 am Overview • Overview of RFQ 2025 001A for construction manager/general contractor services for new Payette County Paramedics EMS building on vacant land. • Key Attendees: Abbey Erquiaga (Project Manager, Clearwater Financial), Rick Funk (EMS Chief), Adam Gonzalez (Emergency Manager), Thomas Wyatt (Lead Architect). • Project includes three ambulance bays, operations center, training room, dormitory, kitchen, and equipment areas. Potential for phased implementation based on proposals. • Timelines: o Questions due May 7th; answers by May 9th. o Responses due by May 23rd . o Board recommendation in June 2025. • CMGC services needed: pre-construction (cost estimating, value engineering) and construction phase (subcontractor coordination, quality control). • Evaluation Criteria: o Project Management Plan (30%), o Firm Experience (30%), o Key Personnel (20%), o Pre-construction Approach (10%), o References (10%). • Site plan includes administrative wing (future phase), emergency generator, and water pump system. Building partially sprinkled; three segments with two-hour firewalls. Site plan detail is below: o Pink area: Administrative wing (potential phase two) o Blue area: Vehicle bays and dorm/day room areas (phase one) o Parking areas phased accordingly o Well located in lower left green area o Septic/leach fields in upper green area o Building to be partially sprinkled in dorm area o Emergency generator in the lower right green area o Water storage and pump system for fire sprinklers. o Three segments are divided by two-hour firewalls. • The site is located at the corner of Northwest 2nd and Highway 95, just south of Fruitland, Idaho. It is just north of the Cicadi building on that corner, and survey stakes are still visible on site. • Construction anticipated to start Fall 2025, funded by ARPA dollars, with a completion deadline by the end of 2026. o Phase two depends on budget.
