GENERAL INFORMATION 1.01 Significant Dates Posted Date: October 20, 2026 Deadline for Questions: 4:00 p.m., PT, November 3, 2026 Answers Posted: November 4, 2026 Closing Time and Date: 4:00 p.m., PT, November 13, 2026 1.02 Description of Proposals Sought: The objective of this Request for Proposal (RFP) is to secure a qualified, factory-certified marine contractor to execute a comprehensive propulsion repower and helm system integration on a 2018 30' x 10' Munson Packman landing craft boat. The vessel is currently outfitted with twin Honda BF250A outboard engines and a legacy Honda iST (Intelligent Shift & Throttle) dual-station electronic control system. The contractor will decommission the old outboards and replace them with two (2) new (one standard, one counter-rotating) Honda BF250D Drive-by-Wire (DBW) outboards. The contractor must swap out the old rigging to integrate the new BF250D outboards with a modern version of the dual-station Honda iST electronic control heads, while seamlessly interfacing into the vessel's existing NMEA 2000 backbone and SeaStar PA1315-2 Marine Hydraulic PRO Power Assist Steering Unit. 1.03 About the Colville Tribes: The Confederated Tribes of the Colville Reservation is a Sovereign Nation.
