The City of Rock Hill, South Carolina ("City") is seeking responsive proposals from qualified companies for a complementary, small area plan to the Clinton ConNEXTion Action Plan (CCAP). The CCAP is in Attachment B of this solicitation.Though the City has a community engagement plan that demonstrates what the community considers important, the City requests a plan that complements the City's long-range plan and any other existing City plans to determine criteria for incremental redevelopment opportunities. The small area plan should focus primarily on recommendations that support commercial opportunities, green spaces, residential infill, infrastructure projects, and economic development strategies.
