Citywide Noise Ordinance

STATEMENT OF PURPOSEThe City of West Sacramento is soliciting proposals from qualified firms or individuals ("Proposer") to provide a citywide noise ordinance. More details on the City's needs for this work are provided in the Scope of Work.The noise ordinance is intended to identify nuisance noise concerns primarily found in residential neighborhoods citywide and develop strategies for managing noise related complaints. The goal of this noise ordinance is:Identify common nuisance noise issues impacting residential neighborhoods.Create noise contours of major noise generating activity areas.Develop specific noise standards and measurements to include in the Municipal Code (clearly define how noise is measured and what constitutes a violation vs. perceived violation). Propose strategies to limit nuisance noise exposure in residential areas (focus on how to address existing conditions).Incorporate a process to administer and address noise complaints by the City.The proposed noise ordinance would further expand on the standards found within the City’s Safety Element. If approved by City Council, the noise ordinance will be used to supplement current noise performance standards found in Title 17 of the City’s Municipal Code.Each qualified Proposer is to submit a proposal in conformity with the terms of this Request for Proposal ("RFP") by the deadline below ("Proposal").
