STATEMENT OF PURPOSEThe City of West Sacramento is soliciting proposals from qualified firms or individuals ("Proposer") to provide engineering professional services to produce the City of West Sacramento's Water Master Plan Update. More details on the City's needs for this work are provided in the Scope of Work . The City is developing a comprehensive Water Resources Strategy to guide the City’s stewardship of its water resources and service area for the next 50 years. The strategy incorporates sub strategies, programs, and initiatives from all aspects of the City’s water governance and operational elements. This Water Master Plan will inform the comprehensive Water Resources Strategy with updated capital improvement program needs. The Water Master Plan will project demands through 2050, update design and planning parameters, evaluate infrastructure alternatives, and recommend selected infrastructure projects in a capital improvement plan. The Plan will update the City’s existing InfoWater hydraulic model. Each qualified Proposer is to submit a proposal in conformity with the terms of this Request for Proposal ("RFP") by the deadline below ("Proposal"). The Proposer selected by the City pursuant to the terms of this RFP and the City's contracting procedures, if any is selected, is referred to herein as "Contractor." SYNONYMOUS TERMSUnless the use indicates otherwise, as used throughout this bid and its attachments, the following terms are synonymous: a.
