The Victorville Water District (District or VWD) is seeking proposals from qualified consultants to provide professional services for the development of its 2025 Conservation as a California Way of Life Technical Assistance Plan (CCTAP). Consultants submitting proposals must demonstrate expertise and experience in developing and implementing water use efficiency strategic plans. Proficiency in water use efficiency and conservation, public water system legislative compliance, water distribution, treatment, system hydraulics, system planning, capital improvement projects, wastewater, and reclaimed water systems is required. Experience in operating and maintaining water facilities is also highly desirable. All work needs to follow California State Water Board regulation and align with California Department of Water Resources methodologies, especially for the Making Conservation a California Way of Life Framework (Framework). The District invites qualified firms to submit a proposal to provide professional services in the form of technical assistance to prepare for and comply with the Framework.The objective for this CCTAP is to aid the District with the preparation for compliance, meeting the water supplier-level Urban Water Use Objective (UWUO) and commercial, industrial, and institutional (CII) Performance Measures requirements, and reporting compliance. The District has begun familiarizing themselves with the Framework through training, workshops, and expertise discussions. Additional support is required to assist with regulatory compliance due to the extremely technical and burdensome reporting requirements and data acquisition.
