NOTICE TO BIDDERS CITY OF NEWTON, IOWA PUBLIC IMPROVEMENT PROJECT Sealed bids for the work comprising the improvement as stated below must be filed before 11:00 am on November 5th, 2026, in the office of the Utilities Director, 303 W 4th St N, Suite 501, Newton, IA. Sealed proposals will be opened and bids tabulated at 11:00 am on November 5th, 2026, in the Utilities Office, 303 W 4th St N, Suite 501, Newton, IA, for consideration by the Newton City Council at its meeting on November 16th, 2026; at the Newton City Council Chambers. The City of Newton reserves the right to reject any and all bids. General Nature of Public Improvement: WPC Sidewalk Improvements Project The project consists of sidewalk improvements at multiple locations within the City of Newton Wastewater Pollution Control (WPC) Plant. Base bid work includes removal of existing sidewalks, grading and subgrade preparation, installation of new concrete sidewalks with modified subbase, minor valve box adjustments, erosion control, and restoration of disturbed areas. Additional improvements, including the 7-inch concrete driveway at the digester building bypass and other designated improvements, are included as bid alternates and are not part of the base bid unless accepted by the City. All work shall be completed in accordance with the project plans, the 2026 Iowa SUDAS Standard Specifications, City of Newton supplemental specifications, and applicable Iowa DOT standard specifications and details. The work shall commence upon issuance of the Notice to Proceed, and shall be completed on or before April 30, 2027. For more information please see
