General work description:The City is seeking to retain the services of an independent qualified consulting firm or team of firms, with knowledge of best practices used by public agencies, to create a Car-free Streets Alternatives Analysis & Implementation Plan (the Plan) that builds upon the temporary closures of portions of California Avenue (Cal Ave.) and Ramona Street to vehicular traffic and is focused on community place-making, economic recovery, and innovative design. Consultant services will include: research; consultation with staff; separate Cal Ave. and Ramona Street Advisory Committees, with representatives from various community organizations and business groups; managing (in conjunction with City staff) a comprehensive public outreach and engagement process; attending various City Council and City Commission & Committee meetings to present and receive feedback; participation in existing City staff advisory group meetings; preparing an urban design framework for the car-free portions of Cal Ave. and Ramona Street; preparing an implementation plan that identifies and prioritizes project elements and discusses funding mechanisms; and finalizing the Plan with City staff. The consultant(s) will work closely with assigned City staff to ensure accurate information and data are used to prepare final Plan. Consultants may recommend to the City any additions, modifications, or refinements to the proposed Scope of Work, provided the changes meet the purpose and intent of the Plan. Additional areas
