Statement of PurposeAccess to quality broadband Internet service is a necessity for both individuals and jurisdictions of all sizes to be economically competitive. Businesses increasingly cite Internet speeds as a key factor in locational decisions, which means that broadband issues can directly affect the City's tax base.Broadband access is far from being just an economic development issue. The ability to access the Internet affordably and at viable speeds has profound equity and quality of life implications for residents, helping determine who will have access to jobs, education, healthcare and other resources, now and in the future.Despite multiple providers and the presence of substantial broadband infrastructure in West Sacramento, too many residents -- particularly in older, lower-income areas of the city -- do not currently utilize broadband service. The City of West Sacramento is soliciting proposals from qualified firms or individuals ("Proposer") to help the City identify factors contributing to below-average broadband utilization rates; to update the City's understanding of existing broadband services in the community; and to help the City develop a smart, aggressive, and achievable plan to increase access to high-speed Internet service for West Sacramento residents and businesses. DefinitionsEach qualified Proposer is to submit a proposal in conformity with the terms of this Request for Proposal ("RFP") by the deadline below ("Proposal").
