REQUEST FOR PROPOSALS FOR BROADBAND DESIGN AND DEPLOYMENT RFP NO. 062719 CITY OF SOCORRO, NEW MEXICO City of Socorro 111 School of Mines Rd. Socorro, New Mexico 87801 ISSUE DATE: June 13, 2019 DUE DATE: June 27, 2019 OVERVIEW The City of Socorro was incorporated in 1882. It operates under a Mayor/Council form of government. Municipal services include the usual governmental functions of police, dispatch, animal control, fire, gas, water, sewer, parks & recreations, swimming pool, public library, and solid waste. SCOPE OF WORK The City of Socorro is currently accepting proposals for Broadband Design and Deployment. A Broadband partner is needed to design, engineer and deploy a broadband system for the citizens of Socorro with the possibility of expanding to surrounding areas. Design should include transport and distribution. The City is open to fiber, fixed wireless or a combination of both. Proposers should meet the following:  No less than 10 years experience as a broadband provider in geographic area no less than the size of Socorro and surrounding communities.  No less than 5 years experience designing, installing, and operating fiber optic systems or routes.  No less than 5 years experience designing, installing, and operating fixed wireless broadband systems.  Experience in partnering with a municipality, county, or tribe on the development of a broadband infrastructure wherein operation, management, maintenance or ownership of the network was shared.  Willingness to negotiate a partnership agreement with the municipality, potentially sharing investment, service delivery, and/or revenues with the municipality.  Experience in USDA processes and success. PROCUREMENT The City of Socorro is currently accepting proposals for Broadband Design and Deployment. Interested shall submit one (1) original and four (4) copies of the information on or before 3:00 p.m., June 27, 2019 at 111 School of Mines Road, Socorro, NM 87801. The envelope shall be addressed to: Leopoldo (Polo) Pineda, Jr. Chief Procurement Officer 111 School of Mines Rd. Socorro, New Mexico 87801 The following information shall be provided on the front lower left corner of the envelope: Project Title: Broadband Design and Deployment, RFP No. 062719. If the Proposal is sent by mail, the sealed envelope shall have the notation “SEALED PROPOSAL ENCLOSED” on the face thereof. The proposer shall assume full responsibility for the timely delivery of the Proposal.
