Notice Inviting ProposalsWest County Agency ("WCA"), a Joint Powers Agency consisting of West County Wastewater ("WCW"), City of Richmond, and Richmond Municipal Sewer District (together, referred to as the "City") ("WCA"), is seeking proposals from qualified firms to provide biosolids and leachate treatment cost of service and maintenance agreements cost analysis services ("Services"), as further detailed in Section 3, Scope of Services. If approved by WCA's Board of Directors, or designee, the selected Proposer will execute an agreement in the form of Attachment A for a two-year base term.The project scope, content of proposal, and selection process are summarized in this Request for Proposals ("RFP").
