ADDENDUM NO. 1 July 23, 2019 Humboldt Bay Harbor, Recreation and Conservation District Notice of Request for Proposals Maintenance Dredging – Fields Landing Boat Yard and Woodley Island Marina, Humboldt Bay, CA In 2018 regulatory approvals were obtained that considered disposal of dredged material at the Humboldt Open Ocean Disposal Site (HOODS). Disposal at HOODS remains an option under the current solicitation. However, further regulatory approvals are being obtained that would allow for optional disposal at Fields Landing Boat Yard (FLBY) or Redwood Marine Terminal II (RMT II). Attached are the original approvals for disposal at HOODS (Exhibit A) and the approvals/amendments that have been obtained to date for disposal at FLBY or RMT II (Exhibit B). Permits from the California Coastal Commission and US Army Corps of Engineers remain pending for disposal at FLBY or RMT II. -The following question was raised by a potential bidder: If Contractor proposes to transport and dispose of dredged material at the Humboldt Open Ocean Disposal Site (HOODS) and does not utilize either the Fields Landing Boat Yard or Redwood Marine Terminal II dewatering units are there additional District funds available to amend into the contract? District response: This will be determined after a dredging contractor is selected. The contract will be awarded to the bidder that will dredge the maximum quantity of material for a cost not to exceed $620,000 as described in the contract documents. As noted in the Technical Specifications (Part 3, Table 1), the District reserves the right to negotiate with the contractor a contract amendment to dredge up to the amount of material in Table 1. This could include material in addition to what is considered in the awarded contract.
