PROPOSER'S OFFER A. B. C. The undersigned Proposer offers to furnish all labor, equipment, materials, design, delivery, installation, commissioning, lease, inspection, testing, maintenance, service, training, removal, and liquid oxygen required by the Solicitation Documents for the prices stated in this Pricing Proposal. Prices shall include all overhead, profit, insurance, taxes not exempted by law, permits, travel, mobilization, demobilization, and incidental costs necessary for a complete operating system, except only those separately identified in this Pricing Proposal. The Proposer acknowledges that the City will evaluate Pricing Proposals using the criteria and weights stated in Article 4.01 of the Solicitation. Award, if made, will be to the qualified Proposer providing the best overall value to the City. The City is not required to select the lowest-priced Proposal. 2. BASE PRICING - TEN-YEAR EVALUATED COST C. D. No. For Pricing Proposal evaluation only, the City will use an estimated average oxygen demand of 620 lb/day, equal to 226,300 lb/year. For evaluation purposes, 1 pound of oxygen will be deemed equal to 12.076 standard cubic feet (scf) at 1 atmosphere and 70 degrees F. The annual evaluation quantity is therefore 2,732,799 scf/year, rounded to 27,400 units of 100 scf/year. Estimated quantities are not guaranteed purchases. Payment will be based on actual accepted services and liquid oxygen delivered at the Contract unit prices. The Proposer shall state one Contract Year 1 liquid oxygen unit price per 100 standard cubic feet of gaseous oxygen equivalent (100 scf), measured at 1 atmosphere and 70 degrees F.
