Contracts and Procurement Division City Hall, 215 SE 7th St., Room 60 Topeka, KS 66603 procurement@topeka.org Tel: 785-368-3749 ADDENDUM 2 Bid Event: Bid 103 Request for Proposals Liquid Oxygen Storage and Vaporization System 291139.01 Closing Date: 8/20/2026 Addendum Date: 8/17/2026 Conditions of Addendum Bidders are hereby instructed to review and acknowledge the following changes, corrections, clarifications, additions, deletions, and approvals made to the Contract Bid and Construction Documents. Addendum No. 2 is considered an integral part of the Contract Bid and Construction Documents and shall govern the performance of all work related to the project. This addendum consists of 3 pages and includes no attachments. Purpose of this Addendum: This addendum is issued to address the following: 1. Paragraph 1.03.A.4 Delete Paragraph 1.03.A.4 and replace it with: 4. Nominal gaseous-oxygen delivery pressure at the connection to the ECO Oxygen Technologies oxygen control panel: approximately 100 psig, subject to final coordination with ECO Oxygen Technologies in accordance with Paragraph 1.03.F. The LOSVS shall continuously provide not less than 730 scfh at the final coordinated delivery-pressure setting. 2. Article 1.03 - Performance Requirements Add the following new Paragraph 1.03.F: F. DOWNSTREAM PRESSURE CRITERIA 1. ECO Oxygen Technologies has confirmed that the Speece Cone has a maximum allowable working pressure of 100 psig. 2. The lowest-rated component within the ECO oxygen control panel is the ALICAT device, rated 160 psia, equivalent to approximately 146 psig. When the Speece Cone is included, the lowest pressure rating of the complete downstream system is 100 psig. 3. ECO recommends an initial gaseous-oxygen pressure-reducing-valve setting of approximately 100 psig at the supply to the ECO oxygen control panel. 4. The oxygen-source pressure shall remain at least 10 to 15 psi above the Speece Cone operating or dynamic pressure to maintain the required oxygen flow and account for pressure losses through the oxygen control panel. 5. Expected operating pressures are approximately: a. ECO oxygen control panel: 60 psig. b. Speece Cone gaseous-oxygen inlet: 40 psig. c. Force main: 20 psig. These values represent anticipated operating conditions and are provided for system design and coordination. Final operating pressures shall be established during startup and commissioning. 6.
