Request for Proposals for Construction Management Services for construction of the Bayfront Canal and Atherton Channel Flood Protection and Ecosystem Restoration Project Q: Is it possible to extend the proposal date, to provide adequate time for review and response? A: In response to multiple requests, OneShoreline (District) has opted to extend the RFP response deadline to Friday, March 5, at 5:00 PM. Consequently, interviews of prospective consultants will be scheduled for March 10 and 11, by invitation. Award of the Consultant contract is anticipated for March 22. Q: Will Bedwell Bayfront Park remain open during construction? A: Yes, it must remain open. Q: Has the project been advertised for bid? When is tentative bid open? What is the schedule for advertise and award? A: Please refer to the Anticipated Project Schedule in the RFP. Q: Why is the schedule accelerated? A: The schedule is accelerated due to a deadline imposed by a grant awarded to fund a portion of the project, requiring the hydrologic connection from Bayfront Canal to the S5 Forebay be complete by December 31, 2021. Other schedule constraints are imposed by environmental regulatory agencies, and are spoken to in a following question. Q: Should the CM plan to bring an environmental/biologist consultant on full time? A: The District and Contractor separately will arrange for full-time environmental/biologist consultant services. Q: Please describe the District’s concept of the interactions and coordination between the CM firm and the District’s environmental monitors? Will CM firm be coordinating construction crew education/training for instance? Will CM firm be directly coordinating with Environmental staff for on-site incidents involving protective species or will they be going through District staff? A: Please refer to the Draft Bid Documents on OneShoreline.org, at Bids, Proposals, Documents under the News & Resources menu item, as well as the RFP’s proposed scope of work. Q: Will there be DBE or LBE participation goals for this CM contract? A: The District has no DBE or LBE participation requirements on this Project. Q: Are there other projects going on at the same time as this project? A: Yes, both the South Bay Salt Ponds Restoration Project, within the Ravenswood Pond Complex, as well as the West Bay Sanitary District’s Flow Equalization & Resource Recovery Facility Levee Improvements & Bayfront Recycled Water Facility Project.
