The City of Pittsburgh seeks to develop an Automated Red Light Enforcement (ARLE) Program to improve roadway safety for all modes and efficiency of the transportation network, consistent with Pennsylvania State Code Title 75 3117. This Request for Proposals (“RFP”) is being issued by the Department of Mobility and Infrastructure (“DOMI”) in collaboration with the City’s Office of Management and Budget and Department of Public Safety (subsequently referred to as “the City”), as well as the Pittsburgh Parking Authority (subsequently referred to as “the Authority”), which is a separate authority from the City and will be the ARLE system administrator. The City seeks a qualified vendor to install red light traffic signal enforcement equipment at approved intersections and provide professional services necessary to develop and operate an automated red-light enforcement (ARLE) program (subsequently referred to as “the program”).
