Box 276 Santa Fe, New Mexico 87504 Re: Approval of Biosolids Disposal Management Plan – Santa Fe County Water Reclamation Facility Dear Mr. Alvarado: The Solid Waste Bureau (“SWB”), New Mexico Environment Department (“NMED”), has reviewed the revised June 2020 Biosolids Disposal Management Plan (“DMP”) addressing the disposal of sludge generated at the Santa Fe County Water Reclamation Facility. This facility was previously operated and identified as the Quill WWTF and the State of New Mexico Penitentiary WWTF. The DMP addresses the disposal of sludge at the Caja Del Rio Landfill, including stockpiled sludge from the S-2 lagoon, future lagoon and impoundment (S-1, S-2 and E-1) clean outs, and the future construction of a new membrane bioreactor (“MBR”) water reclamation facility that will eventually replace the system currently in operation. The SWB’s review determined that the revised DMP conformed with all applicable requirements of the New Mexico Solid Waste Rules (“SWR”), 20.9.2 – 20.9.10 NMAC, including the sludge-related requirements specified in the SWR, 20.9.8.16.C and D NMAC. Accordingly, the DMP is hereby approved, with the following conditions: 1. 2. 3. 4. The included laboratory analysis report from 2019 is hereby approved; The included laboratory analyses reports from 2015, which were previously provided under separate cover, are hereby approved; The current stockpiled sludge from impoundment S-2 and future sludge cleaned out from impoundments containing sludge from the current treatment system are hereby approved for a reduced sampling and analysis frequency of one representative sample per 500 cubic yards, in accordance with the SWR, 20.9.8.16.C(1) NMAC; Future MBR-generated sludge, once the MBR is constructed and operational, requires sampling and analysis at a frequency of one representative sample per 100 cubic yards, Science | Innovation | Collaboration | Compliance LeRoy Alvarado Page 2 of 2 July 27, 2020 5. 6. 7.
