Attachment D Alternative Technical Concept Meeting Procedures and Schedule RFP No. 2026-0064-PW/DK Water Reclamation Facility Expansion Design Build Project The County will offer one confidential Alternative Technical Concept (ATC) meeting to each shortlisted Offeror. Participation in the ATC meeting is optional. Purpose of ATC Meeting Alternative Technical Concepts are suggested changes submitted by proposing teams to the County’s provided basic configurations, project scope, design criteria, or construction criteria. The proposed concept must provide a solution that is equal to or better than the requirements stated in the RFP. ATCs are intended to provide flexibility to Offerors, encourage innovation, and support efficient project delivery. If an ATC is acceptable to the County, the concept may be incorporated into the Offeror’s technical and cost proposal. The purpose of the ATC meeting is to provide each shortlisted Offeror an opportunity to present Alternative Technical Concepts for the County’s consideration during Phase II. Each ATC meeting will be limited to one hour. There is no required format for the meeting. The Offeror shall present its ATCs during the scheduled meeting. To assist with coordination, each Offeror shall confirm whether the Offeror intends to participate in the ATC meeting. If participating, each Offeror shall confirm the preferred meeting time, the number of attendees, and whether the team will attend fully in person or in a hybrid format. ATCs presented by one Offeror will not be disclosed to other Offerors. The County’s feedback during the ATC meeting will be limited to Yes or No responses. Meeting Details The County will offer the following two ATC meeting times: Meeting Time 1: June 9, 2026, from 10:00 a.m. to 11:00 a.m. Meeting Time 2: June 11, 2026, from 11:00 a.m. to 12:00 p.m. Duration: One hour Format: In person or hybrid Location: Public Works Complex, 424 NM Highway 599, Building H Please confirm by June 3, 2026 whether your team intends to participate, whether the scheduled date and time works for your team, and the number of attendees.
