COTTRELLVILLE TOWNSHIP REQUEST FOR SEALED BIDS (RFB) Deadline: May 28th, 2026 at 12 pm ASPHALT PAVING – TOWNSHIP PARK BUILDING & PAVILION AREAS 1. PROJECT OVERVIEW Cottrellville Township is soliciting sealed bids for asphalt paving services at the Township park building and associated pavilion areas. This project includes base paving work, additional paving near restroom facilities, and the construction of ADA-compliant handicap parking spaces. 2. SCOPE OF WORK The contractor shall furnish all labor, materials, and equipment necessary to complete the following: A. BASE BID – TOWNSHIP PARK BUILDING PAVING • Fine grade and compact approximately 5,157 square feet of existing aggregate base • Install and compact: o • Apply: o • SS1-H tack emulsion coat Install and compact: o • 2” average thickness of 3C (Leveling) Grade asphalt 2” average thickness of 5E1 (Wearing) Grade asphalt Clean and remove all debris associated with the work B. ADDITIONAL PAVING AREA – RESTROOM AREA • Pave approximately 14 ft × 40 ft area • Includes: o Installation of stone base o Asphalt paving consistent with base bid specifications C. ADA HANDICAP PARKING SPACES (REQUIRED BID COMPONENT) Contractor shall construct four (4) ADA-compliant handicap parking spaces, consisting of: • Two (2) spaces at each pavilion • Each space shall meet ADA dimensional requirements (minimum 8’ wide with access aisle as required) • Includes: • o Subbase preparation and grading o Asphalt paving consistent with project specifications o Striping and pavement markings for ADA compliance o Installation of access aisles Contractor shall provide total square footage pricing and layout assumptions in bid 3. BID FORMAT Bidders must submit pricing as follows: • Base Bid (Section A) • Restroom Area (Section B) • ADA Parking Spaces (Section C) Township may: • Award entire project • Award with adjustments if necessary 4. BID REQUIREMENTS Each sealed bid must include: • Total project cost (clearly broken out by section A, B, C) • Estimated schedule (start and completion) • Contractor qualifications and experience • Proof of: o General liability insurance o Workers’ compensation insurance • Non-collusion affidavit • Conflict of interest disclosure 5. UNIT PRICING Provide unit pricing for: • Additional asphalt (per ton or per square foot) • Subbase replacement (if unsuitable conditions encountered) 6.
