As-Needed Stormwater Outreach & Public Education Services

Description

The City of Vista (City) Stormwater Engineering Division is requesting proposals from environmental educational organizations or firms (Consultant) to provide as-needed stormwater program outreach and public education services. The City will enter into a two (2) – year Master Consulting Agreement with up to two (2) selected Consultants, with an optional extension of up to three (3) additional years. The maximum term of the contract shall be 5 years. Services provided under each Agreement shall not exceed $50,000 annually. A detailed scope of work and fee will be outlined for each task and assigned to the selected Consultant(s) based on expertise and availability.Consultants may submit proposals as a single organization or firm with in-house capabilities, or as a team of consultants to fulfill services of this request for proposals (RFP). For specialized work for which the prime consultant will require a sub-consultant, the prime consultant will serve as an administrative liaison between the City and the sub-consultant. The prime consultant mark-up for sub-consultants shall not exceed five percent (5%). The City reserves the right to request proposals from other firms throughout for special projects requiring unique qualifications.
