As-Needed Environmental Consulting Services

Description

The City of Vista (City) and on behalf of the Buena Sanitation District (District) is soliciting written qualifications from qualified professional firms to provide as-needed environmental consulting services (hereinafter referred to as “Consultant.”) The City will enter into a three (3) year non-exclusive Master Consulting Agreement with two (2) selected consultants. Services provided under the Agreement shall not exceed $300,000 over the term of the Agreement. This RFQ includes a description of requirements, criteria for selection, and the scope of services to be provided by the consultant.Consultants may submit qualifications as a single firm with in-house capabilities or as a primary consultant with sub-consultants in order to provide “full service” environmental consulting services on an as-needed basis. For specialized work for which the prime consultant will require a sub-consultant, the prime consultant will serve as an administrative liaison between the City and the sub-consultant. The prime consultant mark-up for sub- consultants shall not exceed five percent (5%).The work in general consists of supporting the sewer utilities Capital Improvement Program (CIP). The CIP includes new sewer construction, sewer rehabilitation by cured-in-place pipe (CIPP) method, manhole rehabilitation, sewer pump station rehabilitation, microtunneling, and other trenchless methodologies.
