The proposed project is a transformational redevelopment of the existing Armory Park on the south side of Rock Hill. The completed project will significantly improve recreational opportunities for the surrounding economically disadvantaged community that is underserved in terms of high-quality outdoor recreation resources. This park transformation will replace outdated and deteriorated recreational amenities with new high-quality amenities that will reach new users and significantly increase the level of active recreational engagement at Armory Park. These proposed amenities were designed with the community’s specific sense of place in mind and reflect residents’ wishes. There will be amenities that appeal to all park users, some unique to any other park in Rock Hill.This project is funded in part by the Land & Water Conservation Fund under project #45-01158. Therefore, the Code of Federal Regulations 2 CFR 200 is applicable. Accordingly, the federal clauses in Attachment A are required to be included to the extent that they are applicable. If any federal clauses are inconsistent with provisions found elsewhere in City documents and are irreconcilable with such provisions, the requirements in “Attachment A: Federally Required Contract Clauses” will prevail to the extent that they are applicable. NOTE:Davis-Bacon is not applicable to this project.BABAA is applicable to this project.
