The District of Columbia (the “District”) Department of General Services (“DGS” or the “Department”), is issuing this Request for Proposals (“RFP”) to solicit the services of an Architectural/Engineering firm (the “Architect/Engineer” or “A/E”) to provide Architectural/Engineering services for the Marion Barry Building (“MBB”) Support System Upgrades and Renovations project (the “Project”). MBB is located at 441 4th Street, NW, Washington, DC 20001, and is an administrative building and currently occupied by over twenty-five District agencies. The building was built and has been occupied since 1990, and has undergone various interior modifications. The A/E shall survey the building and review existing documentation and provide construction documents to upgrade the existing Air Handling Units (“AHU(s)”) located at Level 1C and Levels 1 through 11, including the Penthouse Level. The building mechanical system including heat pumps, boilers, fuel tanks and exhaust fans supply are located at the Penthouse level. The A/E shall perform a Comprehensive Survey for all MBB floors Level 1C through Penthouse, which will consist of a review of the building deficiency report and Feasibility Study to identify mechanical, electrical, and plumbing (“MEP”) deficiencies, including old fuel tanks, water pumps and water heaters, main water valve, fire suppressions and fire alarms, building sprinkler systems (including tenant spaces).<p style="margin: 0in -4.5pt 0in 0in; text-align: justify; text-indent:
