Proposals are being accepted by West Basin Municipal Water District (West Basin), a Municipal Water District, for Project Title. West Basin is seeking a California ELAP or NELAP certified laboratory to perform aquatic chronic toxicity testing to satisfy National Pollutant Discharge Elimination System (NPDES) permit requirements for two of its facilities: Edward C. Little Water Recycling Facility (ECLWRF), Order No. R4-2023-0368, expires January 31, 2029 and Juanita Millender-McDonald Carson Regional Water Recycling Plant (JMMCRWRP), Order No. R4-2024-0146, expires March 31, 2029. Each facility requires annual chronic toxicity testing on the designated most sensitive species and a three species sensitivity screening to begin 18 months prior to the permit’s expiration date. West Basin intends to begin sampling for the screening in Fall 2026.
