INTRODUCTION The Yellowstone Regional Airport (“YRA” or “Airport”) invites qualified air service development consultants and firms to submit a proposal to provide Air Service Development Consulting Services. YRA is a Joint Powers Board airport owned by the City of Cody, and is governed by a Board comprised of representatives appointed by the City of Cody and Park County. YRA's current air service consulting agreement expires in July 2026. The Airport is conducting this competitive selection process to engage a firm to represent the Airport and the broader Cody/Yellowstone community in ongoing air service retention, development, and recruitment efforts. The proposed agreement would be for an initial term of three (3) years, with the option of up to two (2) additional one-year extensions upon mutual agreement of both parties. YRA intends to contract with a consultant or firm to provide air service consulting services on a retainer basis and/or on a project basis, as further described in the Scope of Work below. AIRPORT BACKGROUND Yellowstone Regional Airport (COD) serves Cody, Wyoming and the Big Horn Basin region as the primary commercial air gateway to Yellowstone National Park's east entrance. The Airport is a critical driver of the region's tourism economy, and air service is one of the principal ways visitors arrive in the community.
