Greater New Bedford Regional Refuse Management District Advertisement REQUEST FOR QUALIFICATIONS (RFQ) #27-01 The Greater New Bedford Regional Refuse Management District (the District) is requesting qualifications from qualified design firms with demonstrated experience in solid waste planning, feasibility studies, transfer station design, and rail transportation planning to provide feasibility study services. Work shall include an assessment of: (1) renovating the existing fire-damaged building at the Shawmut Avenue Transfer Station in New Bedford for use as a solid waste transfer station; (2) converting the existing transfer station to a rail transfer facility; (3) evaluating site layout and truck and rail transportation alternatives for solid waste disposal; and (4) developing a computer-assisted waste sorting, diversion, and disposal system. to manage solid waste at the Shawmut Avenue Transfer Station site. The District intends to select one firm for the project. A non-mandatory Site Visit for potential proposers will be held at 10:00 a.m. on July 14, 2026 at 1103 Shawmut Avenue, New Bedford, MA. Pre-registration is required to attend the site visit. The services shall be provided through September 30, 2027. Previous reports regarding the site are available for download upon receipt of the RFQ. The fee for this project shall be negotiated. Proposers should not submit any pricing information with their Qualifications. The RFQ may be obtained on or after July 1, 2026, by contacting the District by email at: lferreira@gnbrrmdistrict.org. Sealed Qualifications will be received by the District, in the Administration Building, 300 Samuel Barnet Boulevard, New Bedford, MA 02745 during business hours (Monday through Friday, excluding holidays, from 8:00 a.m. to 4:00 p.m.), until: July 31, at 10:00 A.M. Prevailing Time The District reserves the right to waive any informality, and/or reject any or all Qualifications. Award of the Contract is subject to the approval of the District Committee.
