Greater New Bedford Regional Refuse Management District Advertisement REQUEST FOR PROPOSALS #26-01 The Greater New Bedford Regional Refuse Management District (“the District”) invites qualified renewable energy developers to submit comprehensive proposals for the long-term ground lease of certain District-owned properties for solar photovoltaic projects. This procurement seeks a developer capable of assuming full responsibility for the design, permitting, financing, construction, ownership, operation, and long-term maintenance of the proposed solar installations. The District intends to enter into a long-term lease agreement (“the Lease”) with the selected developer, through which the developer will undertake all aspects of project delivery while the District will provide access to its property and receive ongoing lease revenue and other negotiated economic benefits while advancing renewable energy goals. The properties available for lease consist of portions of the capped areas of the Crapo Hill landfill, located at 300 Samuel Barnet Blvd, New Bedford, MA 02745, as well as certain other Districtowned properties located in Dartmouth, MA as detailed further in the RFP #26-01. The Request for Proposals may be obtained on or after April 1, 2026 by contacting the District by email at: lferreira@gnbrrmdistrict.org. A non-mandatory pre-proposal conference and site visit will be held on April 22, 2026 at 10:00 AM EST at the Crapo Hill Landfill, 300 Samuel Barnet Boulevard, New Bedford, Massachusetts. Separate Price Proposals and Technical Proposals will be received by the District, in the Administration Building, 300 Samuel Barnet Boulevard, New Bedford, MA 02745 during business hours (Monday through Friday, excluding holidays, from 8:30 a.m. to 3:30 p.m.), until Friday, May 15, 2026 at 10:00 a.m. Prevailing Time. Immediately following the deadline for proposal receipt, Technical Proposals will be opened publicly, logged in, and sent to an Evaluation Committee for review. All Proposals shall be submitted in accordance with the instructions set forth in the RFP. Late proposals will not be accepted. Proposals will be evaluated and awarded to the proposer whose proposal is determined to be the most advantageous to the District, taking into consideration price and the evaluation criteria set forth in the Request for Proposals. The contract will be awarded within forty-five (45) days after the bid opening.
