Town of Surfside RFQ 2025-04 Champlain Towers South Memorial Addendum No. 1 Date Issued: January 9, 2026 To All Respondents: This Addendum modifies and becomes a part of Request for Qualifications (RFQ) No. 2025-04. All respondents must acknowledge receipt of this Addendum. The following responses, clarifications, and changes are hereby made to the RFQ: Clarification: Section 4 contains references to a subsequent Request for Proposals and also to a Request for Proposals or Invitation to Bid. To ensure consistency, the Town confirms that Phase Two may be issued as either a Request for Proposals or an Invitation to Bid, and the determination will be made by the Town at a later time based on the needs and best interests of the project. In response to the questions received below are the responses provided: 1. Question: Is there an estimated project start and end date? Response: The Town anticipates issuing a Notice to Proceed in March 2026, with construction completion anticipated in Q4 of 2026. 2. Question: Do you have an estimated project budget? Response: A budget has been established; however, the budget is not what will be driving implementation of this project. The Town seeks a qualified respondent with the expertise necessary to deliver all aspects of the Champlain Towers South Memorial to honor the Victims’ Families and the Town of Surfside. 3. Question: Will the Town consider extending the deadline for RFQ responses due to the holiday period? Response: The Town is committed to timely implementation of this project and will not extend the RFQ submission deadline. 1 4. Question: Please clarify the General Contractor’s responsibility in establishing the Guaranteed Maximum Price (GMP). Response: There is no Guaranteed Maximum Price being requested at this stage. This RFQ represents Phase One of a two-phase process and is qualifications only. The Town will shortlist the most qualified firms based on the evaluation criteria. The shortlisted firms will be invited to participate in Phase Two, which will be issued as a Request for Proposals or Invitation to Bid. Pricing and any requirements related to a Guaranteed Maximum Price will be submitted and evaluated during that second phase. At this time, the Town is not requesting pricing or GMP-related information. All other terms, conditions, and requirements of RFQ No. 2025-04 remain unchanged.
