Request for Proposal #RFP26-002 (“RFP”) Historical Study of District Practices and Student Impact Contact Information Berkeley Unified School District 2020 Bonar St. Berkeley, CA 94702 Attn: Superintendent Ford Morthel superintendent@berkeley.net Proposals Due July 31, 2025 at 4:00 P.M. RESPONSES TO QUESTIONS (Please note that some of the questions have been rephrased for clarity) Question #1: The RFP states that the selected Proposer shall “[r]eview the Task Force Report to affirm or correct the historical information included therein.” Will the District identify specific Report content/sections for correction? Response: The selected Proposer is expected to review the “Historical Background & Context” section of the Task Force Report to affirm or correct the historical information included therein. *** Question #2: The RFP states that the selected Proposer shall “[c]ollect as much historical student outcome data as responsibly possible.” Please clarify this deliverable. It is quite broad. Subquestion #2a: What is meant by “collect”? Will the District provide the relevant data set? Response: The District has some data available and will provide it to the selected Proposer. However, the selected Proposer is also expected to collect historical student outcome data directly from other sources. Such sources are likely to include the City of Berkeley, the Berkeley Historical Society, the Alameda County Office of Education, the California Department of Education, and the University of California, Berkeley. Subquestion #2b: What is meant by “as much as responsibly possible”? Response: This is a typo – “responsibly” should have been “reasonably.” That is, given the time allotted for the Historical Study to be completed (October 1, 2025 through May 31, 2026), the proposal should list what sources from which the selected Proposer expects to collect data and what types of data the selected Proposer hopes to collect from those sources. Subquestion #2c: Outcomes for whom (Descendant population?) and with respect to what? Response: The outcome data would be for all students but particularly Descendant students. The primary purpose of the outcome data would be to demonstrate the negative impacts that District policies, decisions, activities, actions, and inactions may have had as well as how District policies, decisions, activities, and actions may have mitigated those impacts.
