How many Public Engagement events does the City expect? a. For similar projects the City has typically seen two to three in person open public engagement sessions scheduled during the planning process. When possible, targeted engagement sessions should be conducted in person. 2. Does the City have a preferred method of public meetings in mind for the public participation process? a. The City has traditionally held in-person engagement sessions, online surveys, and mobile toolkits. The firm should prepare a public participation process that provides an opportunity for a variety of styles for engagement. See #1 regarding number of in-person open public engagement sessions. 3. Will City staff handle notices, venues, and mailings? a. City Staff would be open to handling notices, venues, and mailings with the coordination of the firm. If you wish for the City to handle those tasks, please include that in your proposal. 4. Would the City be interested in including planning for a future residential Tax Increment District as part of this project, with density requirements per Wisconsin Act 235 that support workforce housing? a. We are open to exploring this option, as well as other recommended tools and actions, with the selected firm. However, it should be made clear that the plan is not guaranteeing that the City will pursue a Tax Increment District in this area. 5. Through the recently completed Comprehensive Plan process, were property owners and neighborhood stakeholders engaged in guiding the future land use? a. General public engagement was completed during Plan Appleton, but no direct engagement with neighboring property owners or stakeholders was completed in this sub-area. 6. Will the consultant be able to access information gathered from the Comprehensive Plan engagement process? a. Yes, this information is accessible on the City’s website under Plan Appleton. 7. Is it the intent that the sub-area plan will be approved by the City Council (or other City commission)? a. The sub-area plan is expected to be reviewed by the City Plan Commission, followed by review and approval by the Common Council.
