REQUEST FOR QUOTES Active Shooter Training June 12, 2026 Centre Area Transportation Authority (CATA) is a Transit Authority located in Centre County, Pennsylvania. CATA operates four (4) different modes of transportation, which includes CATARide (Para Transit) and CATAGo (Micro Transit) services. CATABus operates 40’ and 65’ fixed route buses while CATARide and CATAGo provide on-demand ride services to patrons utilizing Ford E-350 and E-450 Cutaways. Every August, CATA provides training to all the bus operators and maintenance staff, covering topics such as company policies, service, changes, expected behaviors, and any other training as deemed necessary. CATA has decided to incorporate Active Shooter training into the August 2026 training, and periodically thereafter. CATA is seeking quotes, from qualified and experienced firms, who can come on-site, and provide Active Shooter training to the trainees for the purpose of recognizing, responding to, and communicating during active threat or armed intruder events. Specifications: Training occurs across the first two full weeks of August, August 3 through August 14, 2026. All participants do 1 day each week, although it may not be the same day each week. The specific times each day may be flexible between the hours of 8:30AM and 4:30PM. Proposers must select one of these weeks to conduct their training across all 5 days: 1. Bus operators Supervisors Dispatchers Mechanics Bus Fuelers Bus Cleaners The vendor shall deliver a combined classroom and scenario‑based training program that prepares staff to: 1. 2. 3. 4. 5. 6. 7. Identify potential threats and early warning signs Make rapid decisions under stress Communicate effectively with dispatch, 911, and first responders Apply de‑escalation techniques Execute protective actions during armed intruder or active threat situations Respond appropriately when a weapon is observed or reported Manage the scene until emergency responders arrive Training Expectations: 1. Duration per group: 2–3 hours a. Classroom instruction ~60 minutes b. Scenario‑based training ~60–120 minutes 2.
