A&E for Council Creek Regional Trail Project

Agency is issuing this Request for Proposals and any Addenda thereto (collectively, the “RFP”) to obtain Proposals from qualified consultant(s) for preliminary engineering and final engineering design and related services (“Services”) for the project described herein.The project will complete the Council Creek Regional Trail (CCRT) Project, creating a new approximately 6-mile, multiuse paved trail, including two pedestrian bridge structures, connecting Hillsboro and Forest Grove, and providing a safe off-street facility for users of all ages and abilities.The project area includes railroad right-of-way between Douglas Street in Forest Grove and Dennis Avenue in Hillsboro. The trail will extend east and west between the Hillsboro Regional Center (specifically, the Mark O. Hatfield Government Center Light Rail Station) and Forest Grove Town Center (Pacific University and downtown Forest Grove). The centers are major destinations for Council Creek Regional Trail potential users and for travelers in the Tualatin Valley Highway corridor.The specific A&E and Related Services include preliminary and final engineering design services, environmental and permitting services, survey services, utility coordination, and right-of-way services.This RFP is a Qualifications Based Selection (QBS) with Federal Highway Administration (FHWA) Funding (RAISE grant - Rebuilding American Infrastructure with Sustainability and Equity) with Local matching funds.
