NEW JERSEY ECONOMIC DEVELOPMENT AUTHORITY Solar and Storage 2026-RFI-289 June 18, 2026 ADDENDUM #1 The following constitutes an Addendum, which can be a Clarification and/or Modification to the above referenced solicitation. __________________________________________________________________________________ Answers to Respondent’s questions No. 1 Questions Section 1 describes the RFI as focused on “utility-scale and behind-the-meter installations” of solar and storage systems. Does NJEDA intend for potential programs or investments arising from this RFI to also support front-ofmeter, distribution-connected solar and storage assets, such as rooftop solar on commercial and industrial buildings or standalone BESS sited on commercial properties? Or is the RFI limited to utility-scale and behind-the-meter installations as currently written? Answers NJEDA is interested in supporting all types of solar and storage projects that will support the expansion of clean energy capacity in the state, including utility scale, behind-the-meter, and other front-of-meter distribution-connected assets. 2 Relatedly, does NJEDA intend for potential programs or investments arising from this RFI to support each of the following project types: standalone battery energy storage systems, standalone solar generation, and co-located solarplus-storage projects? Yes, all of these project types are potential projects that would be supported by the Authority. 3 We would also appreciate any clarification NJEDA can provide on how potential financing structures may interact with other federal and state incentives. Specifically, will NJEDA financing be designed to preserve eligibility for the federal Investment Tax Credit and any applicable adders? In addition, does NJEDA expect to coordinate with the BPU to clarify whether NJEDA financing, grants, or other forms of support would affect eligibility for existing or pending BPU programs, including the Community Solar Energy Program and the Garden State Energy Storage Program? NJEDA is interested in complementing existing federal and state incentives, including preserving project eligibility for federal tax credits and any adders. As noted in question 2b, we are particularly interested in hearing from stakeholders what gaps may exist within existing programs.
