Form of Ground Lease Agreement RFP Release Date: June 1, 2026 1. INTRODUCTION 1.1. Statement of Procurement Purpose Austin Peay State University, hereinafter referred to as “APSU” or “Landlord,” is seeking proposals from qualified developers or development teams to plan, design, finance, construct, and operate a residential multi-family housing development. This residential multi-family housing development will be referred to as the “Development” and would be built on property leased from APSU at 210 College Street, Clarksville, TN (“Leased Premises”). The Leased Premises will be used for the construction and operation of multi-family housing along with other such uses as may be related or incidental thereto such as the operation of first floor retail. APSU strongly encourages placement of grocery and/or pharmacy use, and proposal incorporating these or similarly supportive campus and neighborhood-serving retail use may be evaluated more favorably. Retail uses inconsistent with the academic mission or campus environment (e.g., liquor stores, vape/tobacco shops, adultoriented businesses, or similar uses) are not permitted. APSU has issued this Request for Proposals (“RFP”) to define APSU’s leasing requirements; solicit proposals; detail proposal requirements; outline APSU’s process for evaluating proposals and selecting a Proposer to enter into an agreement to lease the Leased Premises and design, construct, operate, and maintain the Development.
