WATTSBURG AREA SCHOOL DISTRICT ERIE, PENNSYLVANIA 16509 BID SPECIFICATIONS PAVING THE FOLLOWING INFORMATION IS INCLUDED IN THE BID SPECIFICATIONS: SECTION I SECTION II SECTION III SECTION IV SECTION V SECTION VI SECTION VII SECTION VIII SECTION IX Definition of Terms Information to Bidder Preparation of Bid Qualifications of Bidder Bid Bond General Provisions Insurance Scope of Work Contract Payment APPENDIX A APPENDIX B Bid Form Public Works Employment Verification Form EXHIBIT I Prevailing Wage Rates 1 WATTSBURG AREA SCHOOL DISTRICT PAVING SPECIFICATIONS SECTION I – DEFINITION OF TERMS BIDDER – Shall mean any qualified individual, partnership or corporation who submits a bid for providing school district paving. BID – Shall mean the contract proposal offered by a bidder to provide school district paving in accordance with specifications that are an integral part of the contract proposal. CONTRACT – Shall mean a formal written agreement signed by two (2) parties with acceptance by the Board of a bid to provide school district paving, for a specified period of time, in accordance with specifications that are an integral part of the contract proposal that comprise the bid. CONTRACTOR – Shall mean the individual, partnership or corporation whose bid has been accepted by the Board and who is under contract to provide paving in accordance with the bid. SECTION II – INFORMATION TO BID A. Sealed bids for paving will be received in the District Administration Office or mailed to Wattsburg Area School District, 10782 Wattsburg Rd, Erie, Pennsylvania 16510, until 10:00 A.M., Wednesday, June 3, 2026, at which time such bids will be publicly opened and read. B. Bid is to be delivered in a sealed envelope to the District Administration Office on or before the hour and day stated above. Envelope must be endorsed on its face with the name of the person, firm or corporation making such bid, the date of the bid opening, and the title of the bid “PAVING”. No responsibility shall attach to the Owner or the authorized representatives of any of these, for the premature opening of any proposal, which is not properly addressed and identified. C. Bids will be opened at the time and place set forth above. Every bid received before that time, or authorized postponement thereof will be opened and publicly read aloud. Bidders and other persons properly interested may be present in person or by representation. D. The Board may reject any or all bids.
