It shall be the responsibility of interested Offerors to adhere to any changes or revisions to the RFP as identified in this Addendum No. 4. This documentation shall become permanent and made part of the departmental files. Question No. 1: Answer No. 1: Question No. 2: Answer No. 2: Question No. 3: Addendum 3 mentions two phases for progress payments - Design and Construction. In most cases, charging equipment procurement begins at some point during the Design phase and usually ends before Construction ends. Will progress payments be allowed in between these two major phases? Equipment manufacturers most often require down payments, and then full payment is due net 30 days upon delivery, which will most likely occur several weeks before Construction ends. Progress payments can be made monthly as work is completed and verified by the Project Manager. It is our understanding that only attendees of the pre-bid meeting will be allowed to submit proposals. If a JV is formed, must all of the JV members have attended the pre-bid meeting No. Either firm that attended the mandatory pre-proposal meeting will suffice and you may submit a proposal as you’ll be listed as a joint venture. During the pre-bid meeting, it was our impression that Ownership of the charger by the Offeror was optional, but that Operation and Maintenance at a minimum would be required. In Addendum 3, it states that Ownership and Operation by the Offeror will be required. It is our opinion, after doing site analysis on hundreds of potential sites around the country, that required Ownership could put undue hardship on the Offeror, especially since we were 102 Grant Avenue · P.O.
